Contact the County Bar Association in the county in which the local office of TANF is located, and ask for a civil rights attorney referral. The initial consultation should be free. Assemble all your evidence and include a chronological statement of what happened to you, start from the beginning and bring it to the present. Name all witnesses, good and bad, and what they know or did. Supplement that with your own documents and other evidence of recordings etc., and take everything to the lawyer to whom you are referred by the County Bar Association's Attorney Referral department. That should give you a good start on getting help.
