I am a new citizen to the USA. My wife is here on a student visa. Can she apply for Permanent Residency due to being married to an American citizen or do I need to be a citizen for a certain amount of time?

A spouse of a U.S. Citizen may apply for permanent residency no matter how long you have been a U.S. Citizen. To apply, she must make sure there are no grounds of inadmissibility that would prevent her from obtaining a green card. If you have been married for 2 years or less, she will receive a conditional resident card and will have to remove the conditions on her card within the 90 days before the expiration of the conditional green card.
