I was terminated after I went to my Union to seek advice about my training. I was later told by my Union Rep.that my Training Officer admitted that he was told to do any and everything to get rid of me. Can I sue him if so how long do I have to do so?

Insufficient facts as to what the employer's motivation might be, but if it was intentional it sounds like it could possibly be discrimination (if it meets the criteria according to state law...ie, race, national origin, gender, age, etc.) and/or perhaps hostile work environment, and work place harassment. It's just not clear and of course absent a bad intent an employer can terminate you for anything as California is an at will employment state. I'm not sure if you were a police officer (I represent officers), but you were employed by a city you have to give notice of a claim for wrongful termination to the governmental entity with in 180 days and file a notice of claim with the State of CA Dept of Fair Employment and Housing (DFEH) within one year and obtain a right to sue letter before you can file complaint.
