I agree with most of what Attorney Jesky has stated except for one point: the cost/benefit of pursuing a case against your mother for the price of the consoles. Depending on how many consoles and how new they were, the actual cost of the consoles could warrant at least a Small Claims case, which can be filed without the need for an attorney. The filing fee and service fee are usually between 80-130 depending on where you are located.
Attorney Jesky is correct though that from a family standpoint you are probably better off working this out between you and your mother. Bringing a lawsuit against someone is not a good way to strengthen a relationship.
First, you cannot "press charges," only the local prosecutor can "press charges." You do have a civil case of "conversion" against the dogs. However, that is not going to help you very much. There is no question that you are upset; however, you have few legal options. The legal costs to pursue this matter far out-weigh the cost of game system. Let me suggest you work this out with your mother.
