I live with my Husband (Approved H1B Employee) in Michigan on H4 dependent Visa which is valid until June 19,2020. Recently I received an admit from University in Ohio with full scholarship (GA) and I have I-20 in hand. We had to cancel my 4 month India trip which was starting in April 1st due to COVID-19 situation in both countries.
Being out of state student we can't afford to pay the fees for Ohio school and I cannot travel due to travel restrictions and Stamping appointment unavailability. What are my options to keep my Graduate school admit with funding for Fall 2020.
This is once in a lifetime opportunity for me and I don't want to loose it due to the circumstances.

Extend H-4 and apply for F-1 later.
People on H-4 can attend school full-time ... which is much better than being on F-1 (which requires proof of non-immigrant intent).
I don't understand the portion of your question relating to out-of-state tuition ... are you planning to live in a different state than your husband?
You have various options available. Analyze the advantages, disadvantages & chance of success of each with an attorney during a private Skype consultation.
Consider extending the H4 if spouse has longer on H1B and change of status to F1. Other option may seek change to B then seek change to F.
