Will I have a criminal charge or any liability for not closing my business due to COVID-19 regulations?

This is not a question to ask a lawyer. Ask Miami-Dade authorities.

Lawyers are very intelligent and highly trained professionals--but we are not soothsayers; nor do we do crystal balls. Therefore, we are constrained by a fundamental law of the universe (no one can foretell the future) and unable to opine on your current dilemma. The only way you can be 100% sure is to do what you want to do and then wait for whatever happens; or not wait?

If you violate various emergency orders its possible. There are a LOT of complications including many of the decrees by local government exceeding their legal authority - but that will all have to be ironed out later and for many people caught in one trap or another at some great expense. There simply are no means to address what happens with people in panic mode.

I think that the authorities are trying to avoid criminal action, although it is certainly available to them. I stubborn business owner can quickly find himself before a judge.
