A simple question.

I'm going to conduct an on-line contest using a website.

I have to provide a Winners List for the contest.

Must I provide a mailing address for entrants to request a winners list from the contest or would it be enough to state that the Winners List would be located on-line?

If I must provide a physical, paper Winners List, for how long am I legally obligated to respond to entrants inquirys to obtain a Winners List?

I have written a non-fiction book of an actual event. I put together the story from the actual Federal Court Transcripts. It is all a matter of public record. My publisher has second thoughts about publishing because I used the actual names of the people involved in the story. They want me to get written permission from the individuals to use their names in my book. It is my impression that since it is a matter of public record, I don't have to get permission.

No Parking 1:00 - 5:00 AM

My city (Winterset, Iowa) has a local code banning parking in the downtown business district (DBD) between the hours of 1:00 and 5:00 am. I reside in the DBD and the closest place to park off street is over 1 block away. When asked about the ordinance, 3 different public officials gave 3 different answers. Snow removal (there is no parking on city streets ANYWHERE), street cleaning (in 2 years I have never seen a street sweeper before 6:00 am), and last but not least: ''It's just always been on the books''.

I would like to know what recourse, if any I have with the city.

I feel that there is no good reason to ban the RESIDENTS of the DBD from parking outside their homes for 4 hours a night.

I have done some research. I found that 30 years ago there were several drinking establishments in the DBD and I assume that the ordinance was put into place to deter people from leaving their vehicles overnight, leaving little room for consumers to park in the morning. (Just a theory on my part) But now there is only one drinking establishment, so I think that the ordinance is WAY outdated.

Question raised by students in my college class that I could not answer:

Club is formed to permit dues paying members to bid on products at bargain prices ranging from 20 to 50 percent of prduct's fair value. Club collects a small fee as percentage of each bid, selects a winner by random drawing without considering bid amount. Fees plus winning bid pays for product which the winner buys for amount of his bid. Does this violate laws against holding private lotteries?

The primary differences are:

1. Bidders pay a fee as percentage of bid rather than buy a lottery ticket.

2. Winner does not win the product but buys it for amount of his bid.

$15,000 Electric Bill

In 2005 I was hit by another car, which resulted in me hitting a 3ft concrete pole that protected a electric transformer located on a shopping center property. The pole is no longer their,(I checked) & I was billed $15,000 by electric co. Now I'm waiting to hear from Public Works as Engineering don't show this pole, other than that, what can I do? My son owns a business and has asked me to talk to an individual he doesn't have time to talk to using his name and then to fill him in later as to the contents of the conversation. The content of the conversation is not of any importance but strictly answering questions relating to the business operations. In other words the individual will not know that he is talking to me (the dad) but will instead believe that he is talking to my son. Is this illegal or is it allowed.
