when can a defendant appear before a judge using telephone conference. In this case, there is hardship involved in traveling 800 miles to court and we believe the court was at fault for misinforming defendant of his obligations. Due to this, he failed in one area to fulfill obligations and now has to appear before the judge to explain this and deal with the warrant which is now in place. Does he have the right to appear via telephone or video?

It's usually not a good start to blame a judge for anything. Judges have feelings just like everybody else. If you can pin the blame on a lawyer, it would be much better. Judges love to blame lawyers.
If you have a warrant for a failure to appear, it is likely you will have to appear so you can get the warrant removed, though you can certainly call the clerk of the court, explained what happened, and see if a lawyer may appear on your behalf to deal both with the warrant and the original charge.
