i rear ended a pick up truck without a bumper,is it legal for him to drive on the city streets
One thing has nothing to do with the other. The guy could be unlicensed, a felon, drunk and high, with all four wheels falling off, but if he's sitting there stopped and you rear-end him, it's your fault.
