Shipwrecked Sailors

I am teaching a law course to high school students. The following question arose: If murder is committed on the open sea, where would the murderer be charged? How is this decided?

If by open seas you are referring to international waters then ordinarily the accused would be tried under the law of the flag or registration of the vessel.
