my sis ter has cancer and will not likely be with us past christmas... she has two minor children, no husband, will the children receive any benefits on a monthly basis. They have an older sisiter 28 years of age whom they will live with

Yes. I suggest she apply for it on behalf of the children (and have the 28 year old sister with her) before her death. Go to www.ssa.gov and you should be able to read about this.
