Can an attorney that is executor of a trust disburse cash on hand in the trust before sale of other assets?

They can, although they may use their discretion to keep some or all of the cash in the trust until other assets are sold if they think they may need it for expenses like taxes or maintenance. They also wouldn't likely make any disbursements until the 120-day period for contesting the trust has expired.
