That is a very interesting and complicated question. If the elderly person can not care for himself/herself in his/her own home, "the state" will not let that person stay there because he/she is a danger to himself/herself. If family members are not providing the appropriate care, no matter how or what is required, then "the state" will step in and remove the person to a nursing home facility. At that point, the removed person is required to pay for his/her care. Whatever assets are available to do so, will be basically taken at some point. When all of his/her assets are depleted, then Title 19 will apply.
