I am a teacher and have been getting male students with hair so long it covers their eyes. They are falling asleep and I can't see their eyes. I feel it's very disrespectful and I'd like to make a policy in my room that keeps the hair out of students' eyes. Either tie it back or put a headband on. Can I do this? Or does it go against "free will" to wear their hair how they want?

You should discuss this with your principal. If there are complaints about your policy he/she will have to hear about it from the parents. The school district/private school should already have an attorney retained for policy proposals. Your policy suggestion may be implemented if it is a private school. However, the first step is to take it to the principal.
