I have an elderly friend who has been exploited by his ex-Power Of Attorney and husband, he is 79, even though he gave them the money as loans, with no written agreement, will the state help him or does he need an attorney? About $40,000.00

In short, he needs an attorney. There are questions related to whether this person had a fiduciary duty or a close relationship which resulted in that person having a duty to protect the assets of the friend. He really should contact an attorney.
