if a case is thrown out of court, can it be brought back to court?

If the dismissal was "without prejudice", you can re-file. If the case was dismissed "with prejudice", you cannot re-file. If the Judgment doesn't state whether it was with or without prejudice, it was dismissed with prejudice and you can't re-file. Dismissals without prejudice are the exception rather than the rule.
