Your never going to get an entire A-file with all the pertinent records out of the government. You can likely find out about a case number simply by contacting the agency that arrested him or USCIS.
You can file FOIA requests with both the CBP and USCIS but the record you will get will never be full.
You can contact the office where he was detained and simply ask them to send you a copy by fax.
