I was given a ticket for 87 in an 80.
I was on official business to Houston the day before a court date.
I was traveling freely and unencumbered when the officer chased me down. I rolled the window down only about 2 1/2 inches. He demand I roll it all the way down. I refused. Politely.
Then he demanded I get out of the car. I refused. Politely.
He went back to his car and within five minutes another cop cars showed up. Then he brought me my drivers license insurance and ticket to sign. I signed it and passed it back through the 2 1/2 inch gap on the window. Then he put my DL and ticket and insurance under the wiper; brought up a ticket I had pending from three weeks ago; I said what is that have to do with today?
He sarcastically said have a nice day.
I showed up for court; he was not there, but; the prosecutor tried to get me to plea without showing evidence of jurisdiction. For about 30 minutes he tried many ways to get me to plea Without evidence of jurisdict
You could repost the question simply under Traffic Tickets. There were a number of different headings here, which may have served to discourage your question being picked up until now. Leave off the Constitutional Law and Admiralty/Maritime Law elements (there were no maritime issues here) - they probably only served to delay the question being picked up.
