My 14 year old daughter approached a male in his late 20's that was very intoxicated, and kissed him. should I have reported that to the police.

Why?
Talk with your daughter and explain statutory rape to her. Also explain that she must be especially careful around people who are drunk or stoned.
But it doesn't sound like the man is at fault here - why blame him for something stupid your daughter did?
