Company Closing/Downsizing

I am HR Director for a company that may be closing one of its offices in the NJ area. The office that may be closing is in the Princeton area. We would relocate people to one of our offices in the Parsippany area (under 50 miles away). If an employee declined to accept a job at one of those locations, could we deem that a resignation? In other words, are we legally required to offer severace packages to those employees who were given the option to relocate?

You need to consult with a labor lawyer, which is a specialty.
