There are many companies that sell discount cards or packages of discount coupons. You can have a membership card that does that as well. AAA has discounts for its members as part of its benefits aside from roadside service. Some people join AAA just to get the discounts. There are specific laws that must be met to be legal to sell in any given state. There are discount cards sold as memberships for a variety of things including prescriptions.
The discount has to be real. Every state has different rules for this type of operation so you need to get the rules for every state you intend to operate.
