My 24-year old daughter has been committed to a facility in CA. How can I get her out of there and with her mother and me in OH?

You should resubmit the question with more information. That is why she was committed to an institution and what institution she committed into. If she was sentenced to jail or prison there is nothing that can be done to get her released. The other alternative is to contact an attorney in the county in which she was living and discuss the matter with the attorney.
