incompetency

my 35 yr old sister and her two kids ( boys 9 & 11) live with my 64 yr old mothrer. My mothers health is drasticaly deteriorating( she weighs 77lbs down 20lbs from march) she is depressed and stressed out.she wont attend to her health matters, she is in jepordy of losing her house because my sister gambles and steals from my mom and so my mom cant pay her bills etc. Of course my sister contributes nothing and my mom can no longer do anything for herself and i dont know what i can legally do.my mom is obviously not mentally clear. what steos do i take to help her?

You need an attorney in IA who practices Elder Law to assist you in trying to get your mother declared incompetent and proving that you and not your sister should have durable power of attorney.
