Your question is amazingly lacking in detail, but I still think I can answer. I think you win the prize for the LEAST amount of detail without being completely impossible to answer.

Obviously if the were your own phone records, you can just ask for them.

If you are asking for someone else's phone records, you would have to file a lawsuit that is relevant, and then request a subpoena as a court order for the phone records.

If you think you have a legal claim, but you are not sure, you CAN file a lawsuit CLEARLY stating what the situation is, often alleging that "on information and belief I have reason to believe that X is true," and THEN use the "discovery" process to force the information to be disclosed, so that you can then find out for sure one way or the other.
