if a national born American child moves to another country, is adopted by a step parent (and who's birth parent is till in the picture), does the child automatically relinquish American Citizenship, or can that child still remain an american citizen--if no overt action is taken to relinquish american citizenship, or adopt the citizenship of another country--if the birth parent relinquishes american citizenship, may the child still retain american citizenship (or is this a question for the supreme court?)

The child retains US citizenship under all those circumstances. The only way to lose it is to voluntarily act in such a way as to surrender it.
