Do children have rights to know the contents of their fathers will if his wife(their stepmother) is not forthcoming with the contents of his will.?

First, if your father has died, the will should have been filed with the Register of Wills in the County where your father resided. You should have received a notice from the Personal Representative for the estate after the Register of Wills issued Letters appointing the Personal Representative. If it is true that your father died and no one has opened an estate, you may file a Caveat with the Register of Wills, which requires that you be given notice and an opportunity to object if anyone tries to file a Will.
If your father is still living, no one has the right to require that the will be disclosed. Wills may be changed many times during the lifetime of a person, so it would be of no used to see or know about the contents of a will during that time.
