withdrawing money from SS account in a bank
Hello.
My uncle owes money to Discover Card Bank. He's an account with the same bank where he receives SS checks.
Can anybody (including Discover Card Bank or its representatives, lawyers, etc.) take money from my uncle's account without his authorization?

Yes. While the companies cannot take money directly from the Social Security checks, once the checks are in the account, the money is fair game.
