It isn't clear if your inclusion of Admiralty/Maritime is relevant, or it was simply randomly included, because you're talking about a decade in the maritime industry where there were a number of criminal enforcement actions for shipboard activities that until then were considered civil violations, but were then handled as strict liability crimes. These were prosecuted by the U.S. Dept. of Justice. In either event, same premise applies. Good luck
