I live in California, if a have a notarized paper from a parent of a minor child that gives me temporary custody, do I need that parent to file the paper at court.

Filing the paper in court will do absolutely nothing. Chances are the court will not even accept some "paper" that the parent wrote up. If the parent wants to give you guardianship of the child, then you have to go to court to be granted a guardianship, using all the proper forms and procedures for that.
