If the child support amount in the court ordered parenting plan is in the amount of $0.00, must the non-custodial parent still pay the child care costs indicated on the child support worksheet, even though those costs are not specified in the court order?

Child care costs are calculated into the child support worksheet already (or should have been). If the support calculation is at $0, then the alternate residential parent (non-custodial) would not have to pay anything additional - unless the order specifically states otherwise.
