You leave out the most important detail. Who has the legal authority to handle your mother's affairs. We certainly don't know. A POA form your deceased father is meaningless. No one here has the will. You don't have an issue solved on an Internet forum. The family needs to see an elder law attorney to review all issues for your mothers care. It should have been done long ago. Then you need to cooperate and work together.
