Power of Attoney and the responsibilities
An elderly family member in Pennsylvania has asked my mother to be POA for her. She has no money or assets of value. She has no will and not even enough money to cover burial costs. She has an elderly sister left as her immediate family. She does live alone in government assisted housing for the elderly. She has no private insurance and is on Medicare and Medicaid. If something were to happen and a medical decision had to be made, would my mother be responsible for her medical bills?

In Pennsylvania a Power of Attorney grants the right for the person named to act on the behalf of another. This person is the agent.
As the agent that act on the principal behalf and have a fiduciary duty to the principle. They are not liable for the Principal's debts.
