can a person be charged for the other person's lawyer fees ..even if the other person is the one that is causing all the court action.?

Yes. The court can order a party to pay another party's attorney's fees if that party earns more money from employment. However, if a party is litigious and causes the court action unreasonably, he/she could be forced to pay a greater portion of the other's fees because of it.
