Hello, I run a staffing agency in Mass and one of my clients has not only hired the employee we sent her without informing us, but also owes us a ton of money. What are my options??? Can I withhold pay since my employee seems to be in cahoots with her until I get paid??

You need to speak to legal counsel, however generally an employer cannot withhold payment of wages or make deductions for things other than income taxes without the consent of the employee. Feel free to contact me if you have any further questions.
