I am researching The Public Motor Vehicle Liability Security Fund. Do self-insured vehicles pay into this fund in NYS?

According to New York Code ISC - Insurance § 7601 (d) The public motor vehicle liability security fund shall consist of

all payments made to it by insurers and of securities acquired by and through the use of moneys belonging to it, together with interest and accretions earned upon such payments or investments. That is here on Justia, at: https://law.justia.com/codes/new-york/2010/isc/article-76/7601/ It mentions payments made to it by insurers, but does not mention self-insureds. Maybe the Department of Insurance could direct you to more detailed resources. Good luck
